Our supra-regional ombudsman's office is not an external complaints office within the meaning of Section 45 Paragraph 2 No. 4 of the Social Code Book VIII.

The work of these bodies requires different approaches, methods and requirements than ombudsman support for young people and their families in the event of conflict with public and private youth welfare providers.

As a supra-regional ombudsman's office, we are not assigned to any care area.

The supra-regional ombudsman's office for child and youth welfare services BerNi is committed to proactive, needs-based and, above all, legal child and youth welfare services in Lower Saxony.

As a supra-regional ombudsman’s office, we are tasked with:

  • The development of uniform quality standards for ombudsman advice together with the regional ombudsman offices

  • Providing support to regional ombudspersons in complex case constellations

  • Ensuring regular exchange of experiences between all Lower Saxony ombudsman offices

  • Organisation and implementation of regular training courses for ombudspersons

Since August 2023, we have been supported by the state of Lower Saxony to ensure that we have the ombudsman services that meet demand. Our office is in Hanover.

BerNi is a contact point for the whole of Lower Saxony that is independent of the interests of public and private bodies and assumes the tasks of a higher-level coordination and advisory body.
